The video message of Mr Thorbjørn Jagland, Secretary-General of the Council of Europe on the occasion of the European Action Day of Victims of Hate Crime on 22nd July commemorating the victims of the massacre in Utoya, Norway 2011 and all the other hate crimes in Europe and beyond.
